Next we’ll draw another ellipse of dots the same way we did earlier, using the Ellipse Tool (U) and the color #4E8067.

Using the same tool, make a ellipse of small dots on the next shown decoration using the color #FBFBD5.

Draw an ellipse again using the same Ellipse Tool (U).

Continue by adding an ellipse inside the big decoration. The layer’s color is #6DA391. Use this time the Ellipse Tool (U) too.

Make a copy of the last made layer and select the Free Transform (Ctrl+T) command to turn around the copy to get the same picture from below.

Next make copies of the both ellipses’ layers and select the Free Transform (Ctrl+T) command to turn around the copies’ layers as it is demonstrated next picture.

Make another copy and turn around the copy again the same way we did before.

Next put together in one layer all the layers containing the ellipses (hold CTRL button when select the layers we need in Layers panel and then press CTRL+E to Merge Down). Make a copy of the got rasterized layer and select the Free Transform (Ctrl+T) command to turn over the new layer very easy to get the same result as it is shown below.

Insert an ellipse inside now, using the Ellipse Tool (U) with the color #57451E.

Select the Custom Shape Tool (U) in the Tools bar, in the Options bar click the Shape to open the selection menu. Find the next downloaded shapes at the bottom of the menu, and then double-click a shape thumbnail to select it.

Click and drag to draw a snowflakes inside each decorations.

Using the earlier described method, we’ll represent an ellipse made of dots, using the same Ellipse Tool (U) with the color #FAFBCF. Set Fill to None and apply Stroke with dotted line.

Add several circles above the snowflakes, using the same tool and the color #F5F7D2.

Make five copies of the last represented layer and select the Free Transform (Ctrl+T) command to situate the copies the same way it is described on the picture below.

This way we may represent the ellipses around the snowflake on the other decoration, using the same Ellipse Tool (U) and the color #F6FED5.

Next we’ll draw the threads for our decorations, choose the Pen Tool (P), set the drawing mode on Shape Layers in Options bar and draw the next line as shown.. The layer containing the thread must be situated under the layers containing the decorations. Set Fill to None and apply Stroke with dotted line.

We’ve got the next result:

This way we may draw the threads’ elements above the other decorations.

Next we’ll draw the hanging threads on the top part of the canvas, using the Pen Tool (P). The Stroke options are the same with the ones we’ve been using when drawing the decorations’ threads. Apply the same color for the dots too.

This way represent the next thread.

Add another hanging thread, using the Pen Tool (P) and the Convert Point Tool. The Stroke options for the tool are the same and also the same is the color for the dots.

Insert several stars on the background, select the Polygon Tool (U), go to Options bar and click on Polygon Options. Set Indent Sides by – 99% and check the Star, Smooth Indents. Also set in Options bar the Sides – 4.

The color is #F5F7D2.

We’ve got the next result:

Applying the Ellipse Tool (U) we may represent several small ellipses of this color #F5F7D2.

Using the same Ellipse Tool (U), we may represent several rings also.

Set Fill to 0% for this layer and click on Add a layer style icon from bottom part of the Layers panel and select Stroke.

We’ve got the next result:

This way we may insert the other rings.

Insert also the greeting text. Select the Horizontal Type tool (T). Select a font, size and color in the Character panel. I used this font from FontSquirrel.

Click in the canvas and type ‘Happy New Year’. Press Enter to apply the text.

Create a new layer which must be filled with the Paint Bucket Tool (G) with the color #F5F7D2.

Set the Blending mode for this layer to Color Burn.
